　　Model answer:

　　Recently, how to finance the increasing costs of healthcare and education has bothered both government and individuals. Some people insist that they should be provided by governments for free, while others think otherwise, holding that it is not the responsibility of the governments.

　　It is evident that good health and quality education for its citizens are fundamental and essential to the well-being of a society, so they should be among the top priorities of a government’s agenda, along with other issues such as sovereignty or social security matters. That is to say, the government actually has the responsibility to take care of its people in terms of their health and education. When there are physically and intellectually qualified social members, they can devote their efforts to helping government tackle the social difficulties and problems. In the long run, the sustainable development of the society can be ensured.

　　However, does this automatically mean such expenditures should be expected to be covered by the government? Some opponents may often point to the fact that there is not an unlimited budget for a government, and there are simply too many issues to deal with and spend money on. They also argue that taxes will be definitely raised if all the costs of public healthcare and education are paid by the governments. Moreover, the most direct benefited group of the decent education and health care is not the government, but the individuals. Therefore, quality private healthcare and education should be paid partly by people themselves.

　　To conclude, I firmly believe that governments have an indispensable role to play in developing a healthy and educated society but that financial burden on governments should not be neglected.
