impose fines（处以罚款）: 

Local councils should ensure that householders are fined if they do not recycle their waste properly.

provide resources/services（提供资源/服务）: 

Local government needs to provide adequate resources for schools so that they can cope with the influx (涌入) of children who speak English as a second language.

maintain（维持，修）: 

If local governments maintained the roads in a better condition（maintain sth. in a good/better condition 维持好状态）, then there would be fewer problems with traffic congestion.（这句话用了虚拟语气哦）

fund（资助）: 

Councils could fund local community projects（资助当地社区服务项目/活动）where residents work as volunteers in schools and hospitals.

hire（雇佣）: 

It would certainly help（小词有张力） if local councils hired more staff. （类似于：提供更多的工作机会 offer more employment opportunities）
