　　A government is expected and obligated to take good care of its citizens in various aspects. From my point of view, the government must be financially well developed before it is able to provide good and enough services.

　　Citizens would not be satisfied with their life if the government failed to fulfill its responsibility of supporting people physically and mentally. With regard to the former, building more and better infrastructures, such as broader roads or more easy-to-reach local sports facilities, is of great significance for everyday existence. In other words, people who enjoy convenient and sufficient public services can live a comfortable and healthy life. What is more, the government is also responsible to create a society where access to inspiring artworks and education is guaranteed so that people can be spiritually satisfied and have better job prospects.

　　Nevertheless, sufficient revenues are the very precondition of making above-mentioned social services possible. This is because providing citizens with a life of high quality is not cheap at all. For example, to ensure every child has the chance to be educated enough to get a job requires annually billions of pounds, which is the reason why many developing countries are suffering such a high level of illiteracy and unemployment. Similarly, poorly-managed economic growth may lead to a lack of safety and security because the government is not financially able to employ a good size of police force to fight crimes.

　　In my opinion, while making progress in a wide range of social aspects is the ultimate responsibility of every government, economic progress should be prioritized. Without an adequate and sustainable source of income, no country could accomplish major improvements in people’s standard of living.
