Backlash as Seoul(首尔) plans longer 'cram school'(补习班) hours

Councillors in Seoul have been criticised over a move(一个行为，很好的一个单词) to allow "cram schools" to teach secondary school pupils until 11pm.

The privately run schools （私立学校）provide after-hours tuition(业余时间的讲授，即课后补习), sometimes called "shadow education"（影子补习，国外对课外补习的一种称呼，国内也有学者称为“择教”，是与“择校”并列的教育选择形式之一）, to prepare students for exams. In Seoul they can currently teach until 10pm, but the city council thinks that's not enough, the Korea Times reports.

"Ending classes for high school students at 10pm is too early for seniors preparing for the CSAT," says councillor Park Ho-keun, referring to the rigorous（严厉的） College Scholastic Ability Test. He says some students keep studying after 10pm anyway, at home or at institutes that aren't overseen by the authorities. "It's better to legally allow the students to study at cram schools," he says.

The council's plans have provoked an outcry (激发来自…的强烈抗议) from some education organisations （教育机构）and teachers, the paper reports. Non-profit group World Without Worries About Shadow Education says Korean youngsters already study for 70 to80 hours each week. "They rank on the bottom of happiness indexes（处于幸福指数的最底层） and their physical and mental health, relationships and creativity are being stifled(扼杀 stifle creativity 扼杀创造力)," the group says.

It is common for students to undertake grueling(折磨人的) after-school study schedules（开始/从事累人的课后学习安排）, with little free time between school and evening study sessions. South Korea takes the university entrance exam so seriously that flights are re-routed on the day to avoid distracting students（避免干扰学生）.

After grueling study schedules, it is better for students to have mind-broadening experiences and increase their cultural experience by travelling to other places for a year.

Completing a degree at a university can land young adults a decent job in a company and give them a better chance of earning higher salaries, considered as crucial to  improve their quality of life. 

Another trigger in causing young people to feel less happy is the longer cram school hours.
